I get to the laod screen which gives a red bar said says Launch error, Insufficient privileges. I have tried reinstalling the game & running steam as an administrator none of which work. It could be that you need to run Uplay with Administrative privileges. I myself get a nag about that whenever I want to start the Far Cry 5 Editor on an unprivileged Windows account; I then have to provide administrator credentials to start up the UPlay service first.
